A group of public interest organizations are preparing a complaint against AT&T for violating net neutrality rules by blocking access to a video-conferencing application.

In a letter to AT&T, three groups ? Free Press, Public Knowledge and the New America Foundation's Open Technology Institute ? assert that the telecommunications giant is running afoul of Federal Communications Commission regulations by charging a premium for access to FaceTime, an Apple program available on iOS devices. FaceTime is free via Wi-Fi, but with iOS 6, due out this week, it can be used over a cellular carrier's network.

"We respectfully request that AT&T reconsider its behavior and the impact that blocking FaceTime will have on its customers, particularly the deaf and hard of hearing, as well as all who use this application to communicate with family and friends over the Internet," the letter reads.

"Making mobile use of the application available only to those customers who pay for unlimited voice and text messages harms individuals and innovation alike."

Spokesmen for AT&T did not respond to request for comment.

Under the FCC's guidelines, the subject of any complaint must be notified 10 days before a complaint is filed. If the public interest groups cannot convince AT&T to come to a resolution, the complaint will either be heard by the FCC's enforcement bureau or along to an administrative law judge, John Bergmayer, senior staff attorney at Public Knowledge told TheWrap.

Bergmayer said that unlike Sprint and Verizon, AT&T does not allow iPhone users to access FaceTime over cellular?unless they subscribe to one of its "Mobile Sharing" plans. He said that violates open Internet rules that prohibit companies from blocking these types of applications on their mobile networks.

"There's really no factual dispute about what AT&T is doing, we just have to see if they agree their behavior is against the open internet rule," Bergmayer said.

Bergmayer said a resolution could come anywhere between 45 days and several months.

BOSTON (Reuters) - Researchers have found evidence suggesting that the United States may have developed three previously unknown computer viruses for use in espionage operations or cyber warfare.

The findings are likely to bolster a growing view that the U.S. government is using cyber technology more widely than previously believed to further its interests in the Middle East. The United States has already been linked to the Stuxnet Trojan that attacked Iran's nuclear program in 2010 and the sophisticated Flame cyber surveillance tool that was uncovered in May.?

Anti-virus software makers Symantec Corp of the United States and Kaspersky Lab of Russia disclosed on Monday that they have found evidence that Flame's operators may have also worked with three other viruses that have yet to be discovered.

The two security firms, which conducted their analyses separately, declined to comment on who was behind Flame. But current and former Western national security officials have told Reuters that the United States played a role in creating Flame. The Washington Post has reported that Israel was also involved.?

Current and former U.S. government sources also told Reuters that the United States was behind Stuxnet. Kaspersky and Symantec linked Stuxnet to Flame in June, saying that part of the Flame program is nearly identical to code found in a 2009 version of Stuxnet.

For now, the two firms know very little about the newly identified viruses, except that one of them is currently deployed in the Middle East. They are not sure what the malicious software was designed to do. "It could be anything," said Costin Raiu, director of Kaspersky Lab's Global Research and Analysis Team.?

Kaspersky and Symantec released their findings in reports describing analysis of "command and control" servers used to communicate with and control computers infected with Flame.

Researchers from both firms said the Flame operation was managed using a piece of software named "Newsforyou" that was built by a team of four software developers starting in 2006.

It was designed to look like a common program for managing content on websites, which was likely done in a bid to disguise its real purpose from hosting providers or investigators so that the operation would not be compromised, Kaspersky said in its report.?

Newsforyou handled four types of malicious software: Flame and programs code-named SP, SPE and IP, according to both firms. Neither firm has obtained samples of the other three pieces of malware.

Kaspersky Lab said it believes that SP, SPE and IP were espionage or sabotage tools separate from Flame. Symantec said it was not sure if they were simply variations of Flame or completely different pieces of software.?

"We know that it is definitely out there. We just can't figure out a way to actually get our hands on it. We are trying," Symantec researcher Vikram Thakur said in an interview.

About a dozen computers in Iran and Lebanon that are infected with one of the newly identified pieces of malware are trying to communicate with command and control servers, according to Kaspersky Lab.?

The researchers found a large cache of data on one of the command and control servers, but cannot analyze it because it is encrypted using a password that they said would be virtually impossible to crack.

They believe that it was encrypted so heavily because the people coordinating the attack did not want the workers using the Newsforyou program to be able to read potentially sensitive information.?

"This approach to uploading packages and downloading data fits the profile of military and/or intelligence operations," Symantec said in its report.

FBI: Operation tracking Chicago teen took months

HILLSIDE, Ill. (AP) ? The investigation started months ago, when the FBI noticed an email message: A man in the Chicago suburbs was using an account to distribute chatter about violent jihad and the killing of Americans.

Two undercover agents reached out and began to talk to him online. In May, they introduced him to another agent who claimed to be a terrorist living in New York.

The operation ended Friday night, an affidavit describing it says, when the man was arrested and accused of trying to detonate what he believed was a car bomb outside of a Chicago bar. Prosecutors said an undercover agent gave Adel Daoud, a U.S. citizen from the Chicago suburb of Hillside, a phony car bomb and watched him press the trigger.

The U.S. Attorney's Office in Chicago, which announced the arrest Saturday, said the device was harmless and the public was never at risk. Daoud, 18, is due to make an appearance in federal court Monday afternoon on charges of attempting to use a weapon of mass destruction and attempting to damage and destroy a building with an explosive.

"We don't even know anything. We don't know that much. We know as little as you do," a woman who answered the phone at his home and identified herself as his sister, Hiba, said Saturday. "They're just accusations. ... We'd like to be left alone."

Daoud's father, Ahmed Daoud, declined to comment on Sunday.

"We don't know anything about it," he said when reached by phone.

The FBI often uses similar tactics in counterterrorism investigations, deploying undercover agents to engage suspects in talk of terror plots and then provide fake explosive devices.

In 2010, a Lebanese immigrant took what he thought was a bomb and dropped it into a trash bin near Chicago's Wrigley Field. In a 2009 case, agents provided a Jordanian man with a fake truck bomb that he used to try to blow up a 60-story office tower in Dallas.

This operation unfolded much like the others. After Daoud began talking to the undercover agents, an affidavit says, the third agent and Daoud met six times in the suburb of Villa Park over the summer and exchanged messages. Daoud then set about identifying 29 potential targets, including military recruiting centers, bars, malls and tourist attractions in Chicago, the document said.

After he settled on a downtown bar, he conducted surveillance on it by using Google Street View and visiting the area in person to take photographs, the affidavit said. The document does not identify the bar, but says he told the agent it was also a concert venue by a liquor store.

"It's a bar, it's a liquor store, it's a concert. All in one bundle," the document quotes him as saying. It said he noted the bar would be filled with the "evilest people ... kuffars." Kuffar is the Arabic term for non-believer.

Shortly after 7 p.m. Friday, the affidavit said, Daoud met with the undercover agent in Villa Park and they drove to downtown Chicago, where the restaurants and bars were packed. They entered a parking lot where a Jeep Cherokee containing the phony bomb was parked, the document says.

Daoud drove the vehicle and parked it in front of the bar, then walked a block away and attempted to detonate the device by pressing a triggering mechanism, the affidavit says. He was then arrested.

A neighbor, Harry Pappas, said that a dozen unmarked cars drove up to the family's house on Friday night and several agents went inside. On Saturday, no one answered the door of the family's two-story home, which had a well-kept garden in the yard and a basketball hoop in the driveway. The house faces a Lutheran church; a Greek Orthodox church also is nearby.

Pappas said he was shocked by the arrest, calling Daoud's parents "wonderful" people.

Prosecutors said Daoud was offered several chances to change his mind and walk away from the plot.

The affidavit said Daoud was active in jihadist Internet forums and was accessing articles written by Anwar al-Awlaki, the U.S.-born radical cleric who became a key figure in the Yemen-based al-Qaida offshoot known as al-Qaida in the Arabian Peninsula.

Al-Awlaki was killed in a U.S. drone strike in Yemen last year.

The FBI says he also was searching online for information on making bombs and reading "Inspire," the English-language online magazine published by Al-Qaida in the Arabian Peninsula.

In his conversations with the undercover agent, Daoud explained his reasons for wanting to launch an attack, saying the United States was at war "with Islam and Muslims," the affidavit said.

According to the document, he said he was trying to recruit others and that he was confronted by leaders of his mosque who warned he should stop talking about jihad. The affidavit said Daoud's father also had been informed that Daoud was debating jihad and told Daoud to stop talking about it.

Daoud also told the agent he wanted an attack that would kill many people, the document said.

"I want something that's gonna make it in the news," he said, according to the affidavit. "I want to get to like, for me I want to get the most evil place, but I want to get a more populated place."

ScienceDaily (Sep. 12, 2012) ? Vegas, Monte Carlo, and Atlantic City draw people from around the world who are willing to throw the dice and take their chances. Researchers from the Technical University of Lodz, Poland, have spotted something predictable in the seemingly random throw of the dice.

By applying chaos theory and some high school level mechanics, they determined that by knowing the initial conditions ? such as the viscosity of the air, the acceleration of gravity, and the friction of the table ? it should be possible to predict the outcome when rolling the dice.

The researchers created a three-dimensional model of the die throw and compared the theoretical results to experimental observations. By using a high speed camera to track the die?s movement as it is thrown and bounces, they found the probability of the die landing on the face that is the lowest one at the beginning is larger than the probability of landing on any other face. This suggests that the toss of a symmetrical die is not a perfectly random action.

?Theoretically the die throw is predictable, but the accuracy required for determining the initial position is so high that practically it approximates a random process,? said Marcin Kapitaniak, a Ph.D. student at the University of Aberdeen, Scotland. ?Only a good magician can throw the die in the way to obtain the desired result.?

These results suggest that randomness in mechanical systems is connected with discontinuity as the die bounces. ?When the die bounces on the table, it is more difficult to predict the result than in the case of a die landing on the soft surface,? Kapitaniak said.

Heavy drinking may lead to stroke earlier in life

ScienceDaily (Sep. 10, 2012) ? A new study shows that people who have three or more alcoholic drinks per day may be at higher risk for experiencing a stroke almost a decade and a half earlier in life than those who do not drink heavily. The research is published in the September 11, 2012, print issue of Neurology?, the medical journal of the American Academy of Neurology.

"Heavy drinking has been consistently identified as a risk factor for this type of stroke, which is caused by bleeding in the brain rather than a blood clot," said study author Charlotte Cordonnier, MD, PhD, with the University of Lille Nord de France in Lille, France. "Our study focuses on the effects of heavy alcohol use on the timeline of stroke and the long-term outcome for those people."

For the study, 540 people with an average age of 71 who had a type of stroke called intracerebral hemorrhage were interviewed about their drinking habits. Doctors also interviewed the participants or the caregivers or relatives about the participants' drinking habits. A total of 137 people, or 25 percent, were heavy drinkers, which was defined as having three or more drinks per day, or about 1.6 ounces per day of "pure" alcohol.

Participants also underwent CT brain scans and their medical records were reviewed.

The study found that heavy drinkers experienced a stroke at an average age of 60, 14 years before the average age of their non-heavy drinking counterparts. Among people younger than 60 who had a stroke that occurred in the deep part of the brain, heavy drinkers were more likely to die within two years of the study follow-up than non-heavy drinkers.

"It's important to keep in mind that drinking large amounts of alcohol contributes to a more severe form of stroke at a younger age in people who had no significant past medical history," said Cordonnier.

The study was supported by the University of Lille Nord de France and the Association for the Development of Research and Innovation the North Pas de Calais (ADRINORD).

We only just learned in earnest that XBMC was coming to Android last month, and yet we're already looking at workable builds. Kermonine96 at the XDA-Developers forum has started offering his own, unofficial nightly versions of the media center front end, both for regularly supported devices with Neon processor code (most often HTC and Samsung devices) as well as Neon-free hardware, like phones and tablets carrying Tegra 2 chips. Needless to say, the alpha-grade code shouldn't be used as the heart of a mobile media center: hardware decoding isn't functional, battery life is low and even a stable picture isn't guaranteed. That said, anyone who's willing to risk a skip-heavy movie or miss out on plugins now doesn't have to receive the XBMC crew's blessing to get a preview of its Android efforts.

Dark Matter Exposed? Gamma-Ray Find Excites Scientists

Energetic light seen radiating from the center of the Milky Way may be the best evidence yet of dark matter, the invisible stuff thought to be hiding throughout the universe.

A new study has found a strong signal of gamma-rays ? light of a very short wavelength ? coming from the middle of our galaxy, which may be the result of exploding dark matter.

Scientists think dark matter, which seemingly makes up the majority of matter in the universe, is made of particles called WIMPs ("weakly interacting massive particles"). And WIMPs, when they get very close to other WIMPs, should annihilate each other, because these particles are thought to be their own antiparticles. (When particles of matter and their antimatter counterparts meet, they destroy each other.)

In the dense center of the Milky Way, enough WIMPs should exist that many bump into each other, exploding into pure energy that gives rise to other particles and, eventually, gamma-rays.

An abundance of gamma-rays is exactly what scientists see when looking toward the center of our galaxy with the Fermi Gamma-Ray Space Telescope. In the new study, researchers found a definitive signal of gamma-rays that couldn't be traced to any known object in this region. [No WIMPS in Space? - NASA Scans For Dark Matter | Video]

'Something new'

"It's definitely something new and shining in the gamma-ray there, and it's not attributable to the existing sources in the catalog," said University of California, Irvine astrophysicist Kevork Abazajian, co-author of a paper reporting the findings submitted to the journal Physical Review D.

Abazajian, with his UC Irvine colleague Manoj Kaplinghat, searched for this light using Fermi data taken between 2008 and 2012. Previous studies by Dan Hooper, a scientist at the Fermi National Accelerator Laboratory (Fermilab) and the University of Chicago, also found evidence for this gamma-ray radiation, but other follow-up searches came up empty.

Abazajian said his study used the most complete data set yet and analyzed it with a comprehensive analysis specially tuned for investigating gamma-ray light in a crowded region.

"Definitely, definitely, there is a source," Abazajian told SPACE.com. "This is definitely not just a fluctuation."

However, whether this source was created by annihilating dark matter particles is somewhat less certain. It's also possible, Abazajian said, that a large group of dense, spinning stars called pulsars could be releasing the light.

However, he said, three characteristics of the detected gamma-ray radiation ? its rate of emission, the variety of particular wavelengths of the light (its spectrum), and the overall shape of the emission ? are all consistent with predictions for dark matter annihilation.

"I think it could be a very big finding," Abazajian said. "When I came across this, I was like, 'Holy cow, this is so consistent with the dark matter interpretation in many ways.' But until you can rule out the astrophysical potential sources for something similar, it's not going to be a smoking gun."

Ruling out alternatives

Fermilab's Hooper, for his part, is even more confident that scientists finally are seeing the elusive signature of dark matter.

"If you make a comparison to what they found and what we've been talking about ? we're looking at the same source," Hooper said. "I still think dark mater annihilation is the easiest way to explain the signal. I think the signal is too spatially concentrated to be coming from pulsars."

Hooper acknowledged that many astrophysicists are skeptical. "There's vigorous debate going on about the astrophysical alternatives to explain this signal," he said. "I'm of the opinion that those are difficult to make work."

Many experts are waiting for scientists in the official Fermi telescope collaboration to weigh in with their own analysis of the radiation at the center of the galaxy.

"We will have results to report of this soon," said UC Irvine astrophysicist Simona Murgia, a member of the Fermi collaboration galactic center analysis team.

Murgia praised the study by Abazajian and Kaplinghat. "This is good work and the authors have considered a number of plausible interpretations" for the data, she wrote in an email.

"I can only emphasize that it is very difficult to disentangle all the different contributions to the observed data in this region of the sky, and I think more work needs to be done to make a definitive statement," she added.

Dwarf galaxies

For confirmation that dark matter has really been found at the center of the Milky Way, scientists may have to look outside the galaxy to the small dwarf galaxies orbiting it.

Theory predicts that WIMPs, if they exist, should be annihilating each other in the centers of those satellites, too. If the same type of gamma-ray emission can be observed in these galaxies, dark matter would be strongly implicated, Abazajian said. However, studies of such dwarf galaxies have so far turned up essentially no gamma-rays.

"The real smoking gun to show if this is dark matter annihilation or not is to look deeply at these low background sources and see if you see this signal or not," he said. "If you were able to see the same rate, spectrum or morphology in several sources, that would be a real abundance of evidence."

Family, Parenting & Life: Sensory Overload

Our house is loud. ?Samuel doesn't have camp the entire month of August, so we are home together or running errands everyday. ?The house is significantly louder with just him around. ?On the days all three kids are home there is no silence. ?Samuel and Joseph are always running around the house, chasing each other, laughing, screaming, fighting. ?You name it. ?Simone is getting her voice too. ?Two days ago she started to say "Uh-Oh". ?So now every time she is in her high chair she drops her food, forks, drink on the floor just so she can say "Uh-Oh." ?She is also getting in on the screaming and yelling. ?She and Joseph fight a lot over toys. ?Joseph is not a sharing type of guy. ?We are always making him share with Samuel and Simone, but he doesn't like it. ?Now if he takes a toy from Simone she starts screaming and tries to grab it back. ?The bad part about her new found voice and temperament is that she is also starting to pinch and trying to bite. ?At first we laughed because we couldn't believe she was getting so feisty, but now we are stepping in because we don't want her to do that when she starts school in September.

Okay, so besides the kids being extremely loud the workers in the basement are making my head pound. ?The framing got finished on Tuesday, then the electricians and plumbers were here yesterday and today. ?It has been constant banging and drilling. ?I am ready for the finished product. ?It will be at least two of three more weeks before it is all done.

Not only are my days filled with noise, but the nights haven't been the greatest either. ?Samuel has been having tons of nightmares. ?He wakes up and comes into our room and wants to get in bed with us. ?Normally his little heart is pounding like crazy and he is totally freaked out. ?Dave and I decided after a few nights of us being lazy and not walking him back to his room right away that we will be creating a bigger problem by letting him come into bed with us. ?So the last few weeks we have been walking him back to his room and then laying with him for a little while to calm him down and then coming back to our bed. ?Samuel never puts up a fight (other then to tell us that he thinks our bed is really comfortable and would rather sleep in our bed), but he is usually fine as soon as he gets over being scared.

He has been asking for bunk beds in his room so that he could sleep on top and Joseph could sleep on the bottom. ?He said he wouldn't come into our room anymore if Joseph was sleeping with him because then he wouldn't be as scared. ?Last night he asked if Joseph could sleep with him. ?So we set up the blow up mattress on the floor and Samuel slept in his bed and Joseph slept on the blow up mattress. ?Well, Samuel stayed in his room all night. ?He did try to wake Joseph up in the morning when he got up, but Joseph ended up sleeping until about 7am, which is better then normal too. ?Dave said we might be seeing a bunk bed in our future.

You would have thought that I would have finally gotten a good night sleep, well you would be wrong. ? Dave decided last night that he was going to snore his head off. ?For about an hour in a half last night I was kicking and punching him to get him to stop snoring. ?It was extremely annoying.

Here's hoping to a restful evening. ?I need some serious sleep.

I'm off to listen to the symphony of sounds.

WMS ? What Ever It Is

WMS can stand for a lot of things, but for the purpose of this article I shall say in this case WMS stands for web map service. You may have used a WMS previous without even knowing about it either through your smart phone or just through a web browser on a domestic home computer. A WMS is effectively a digital geographical referencing device or application, the most common of which can be found inside a major search engine and technology company. The purpose behind a WMS would be to make it easier to search for locations, and to eliminate the need for convention paper maps that are constantly getting outdated. Instead of reissuing the map each year to conform to road or geographical changes, a WMS can simply be updated to reflect the new data for no cost. Most WMS applications are free for us and are generally used quite a lot in regards to planning trips and whatnot. Other uses of a WMS could move into the realms of surveillance, as some WMS applications use satellites to get a view of the Earth below, in many cases this has caused controversy for some countries due to assuming either a Government or company is spying on them with their WMS equipment.

For the most part WMS systems and WMS development is very benign and is a by-product of conventional satellite surveillance technology being made available to companies and other organisations. The advent of the WMS is a cause of paranoia for some, as the general assumption goes that WMS systems that are able to broadcast your location are also capable of tracking you in general wherever you take a WMS enabled system. Of course the WMS system can be left behind but the more paranoid believe that some WMS enabled chips or technology can be implanted into items of clothing, personal items, or the body without you directly knowing about it. This is paranoia and paranoia alone, WMS devices are very much only used for domestic use when you need direction assistance without having to buy a map and really nothing more.

The Vikings gave the rest of the league a mild surprise by taking running back Toby Gerhart with a second-round pick in the 2010 draft.? Gerhart is now getting ready to repay the Vikings for their faith in him.

?I?m looking, going into the season, to have a big role,? Gerhart told Tom Pelissero of 1500ESPN.com on Sunday.

?I don?t know how big it will be,? Gerhart said.? ?But I?m looking like I?m going to be the starter from Day One and have to be the starter all the way on through until Adrian is back and ready and full-speed.? I?m excited about that.? I?m ready to embrace that and go out and help this team win and really show people what I can do.?

Gerhart nevertheless realizes that, when the games count, he may not have the kind of opportunities he?d like to have.

?I think [Adrian Peterson] will [play in the opener],? Gerhart said.? ?You can never be surprised with Adrian.? The way he comes to work every day, the way he pushes himself ? he was flying around, straight-line speed, moving out there, racing Percy up the hill, doing conditioning stuff. . . .? I haven?t seen him in a couple weeks now, but I?m sure he?s continued to make leaps and bounds in progress, and I wouldn?t be surprised if he?s ready.? You can never count Adrian out.?

As Gerhart enters his third season, he says his body has been ?transformed? and that he feels ?stronger and quicker.?

In 2011, Gerhart started five games in place of Peterson, and the former Stanford tailback gained 531 yards rushing on 109 carries, for a 4.9-yard average.

Even if Peterson is able to play as of Week One against the Jaguars, the Vikings likely will bring Peterson along slowly, which means that Gerhart will likely get plenty of opportunities.

Who knows?? Maybe the Vikings will use a committee approach to start the season.? Maybe, if Gerhart can continue to average 4.9 yards per carry, they?ll use it for the entire season.

Euro Bailout 2012: E.U. Gives Spain More Time On Deficit, Sets Bank Aid

BRUSSELS, July 10 (Reuters) - Euro zone ministers agreed early on Tuesday to grant Spain an extra year until 2014 to reach its deficit reduction targets in exchange for further budget savings and set the parameters of an aid package for Madrid's ailing banks.
The decisions were aimed at preventing the currency area's fourth largest economy, mired in a worsening recession, from needing a full state bailout which would stretch the limits of Europe's rescue fund and plunge it deeper into a debt crisis.
"The Eurogroup supports the recently adopted Commission recommendation to extend the deadline for the correction of the excessive deficit in Spain by one year to 2014," ministers said in a statement.
No final figure was agreed for aid to ailing Spanish lenders, weighed down by bad debts due to a housing crash and recession, but the EU has set a maximum of 100 billion euros ($123 billion) and some 30 billion euros would be available by the end of July if there was an urgent need.
A final loan agreement will be signed on or around July 20, Eurogroup chairman Jean-Claude Juncker told a news conference.
In one key decision closely watched by investors, ministers agreed that once a single European banking supervisor is set up next year, Spanish banks could be directly recapitalised from the euro zone rescue fund without requiring a state guarantee.
That fulfils an EU summit mandate to try to break a so-called "doom loop" of mutual dependency between weak banks and over indebted sovereigns, but represented a climbdown for hardline north European creditor countries.
In a nine-hour marathon meeting ministers of the 17-nation euro zone also settled a series of long delayed appointments.
But they made no apparent progress on activating the bloc's rescue funds to intervene in bond markets to bring down the spiralling borrowing costs of Spain and Italy, which threaten to drive them out of the market.
The ministers reappointed Juncker as their chairman for a further term of up to 2-1/2 years, though Europe's longest-serving government leader said he intended to step down from the position at the end of this year or early in 2013.
They nominated another Luxembourger, inflation hawk Yves Mersch, to the vacant position on the European Central Bank's six-member executive board, and picked German Klaus Regling to head their permanent bailout fund, the European Stability Mechanism, due to come into force this month.
Regling had already set up and run the temporary European Financial Stability Facility which has funded rescues for Greece, Ireland and Portugal.
As ministers were meeting, a top ECB policymaker warned that Europe's debt crisis was now more acute than the 2008 financial turmoil that felled U.S. investment bank Lehman Brothers.
"The euro zone crisis is now much more profound and more fundamental than at the time of Lehman," ECB Executive Board member Peter Praet told a conference in Lisbon.
The Eurogroup ministers were tasked with fleshing out a bare-bones agreement reached by EU leaders at a summit last month on establishing a European banking supervisor and using the bloc's rescue funds to stabilise bond markets.
But differences persisted between north European countries such as Finland and the Netherlands and southern states led by Italy and Spain.
Earlier, ECB President Mario Draghi endured at times hostile questioning in the European Parliament, notably from German, Dutch and Finnish lawmakers concerned at the prospect of European bank bailouts using taxpayers' money.
A wider gathering of EU finance chiefs on Tuesday will formally ease a deficit reduction goal that has forced Madrid to make punishing cuts that are exacerbating a recession.

Spanish and Italian borrowing costs continued to rise on Monday, with Spain's 10-year bond topping the critical 7 percent level.
Spanish Economy Minister Luis de Guindos spelled out to the euro zone ministers his government's plan for a package of up to 30 billion euros over several years through spending cuts and tax hikes that are due to be announced this Wednesday.
A source close to the Spanish government said 10 billion euros of cuts would come this year and that the measures would include a hike in VAT sales tax, reduced social security payments, reduced unemployment benefits and changes to pensions calculations.
The European Commission proposed in return easing Madrid's deficit goal for this year to 6.3 percent of economic output, 4.5 percent for 2013 and 2.8 percent for 2014.
European Economic and Monetary Affairs Commissioner Olli Rehn said Spain was expected to take additional savings measures very soon to ensure it meets its new targets.
The new targets may still prove hard to reach, according to a draft recommendation from European partners, loosening Spain's goals and demanding the country be subjected to three-monthly checks.
The figures highlighted Spain's dramatic fiscal slippage due to a worsening recession. Madrid was originally meant to cut its budget shortfall to 4.4 percent this year. Prime Minister Mariano Rajoy unilaterally changed the target to 5.8 percent in March before eventually accepting an agreed goal of 5.3 percent.
De Guindos said he was satisfied with the draft memorandum of understanding on the bank rescue, under which Spain will create a single bad bank to house toxic assets from its banking sector.
Spain and Italy continued to press for European action to put a cap on their borrowing costs.
"At this moment the only institution that has enough money to act is the ECB," Spanish Foreign Minister Jose Manuel Garcia-Margallo said at a conference.
But ECB President Draghi told EU lawmakers the key to restoring market confidence was for countries in difficulty to fully implement promised structural reforms and stick to programmes agreed with Brussels and international lenders, even if they caused "social tensions".
He left the door open to a possible further cut in interest rates after last week's 25 basis point cut to 0.75 percent but voiced concern that the ECB was being expected to act "in areas which don't seem to have a connection with monetary policy's traditional remit".
The euro zone ministers also had a first discussion with new Greek Finance Minister Yannis Stournaras but made no decision on any change in Athens' draconian austerity programme, which is off track following June 17 elections.
Juncker said arrangements would be made to ensure a Greek debt repayment due in August did not plunge the country into bankruptcy.
"We will find solutions for August. There's no reason to worry about August," he said without elaborating.
