'Device' claim triggers France-US flight diversion

A French woman forced a transatlantic flight from Paris to North Carolina to be diverted to Maine after claiming she had a "surgically implanted device."

The US Airways jet with 179 passengers and crew on board landed safely in Bangor, Maine, where the woman was taken into custody by the FBI before the Boeing 767 continued its journey to Charlotte, North Carolina.

The US Airways flight took off without incident from Charles de Gaulle airport outside Paris, bound for Charlotte.

At some point during the flight, a passenger "handed a note to a flight attendant that said she had a surgically implanted device inside her," House Homeland Security Committee Chairman Peter King said in a statement.

The Cameroon-born woman was traveling alone with no checked baggage and visiting the United States for 10 days, according to King.

Alarmed crew on board isolated the passenger, and "doctors on the flight checked her out and did not see any sign of recent scars," King added.

Andrew Kobayashi, a passenger on the flight, told CNN that the woman, who appeared to be in her mid-20s to mid-30s, was sweating and acting nervous.

"I had briefly noticed her in the back of the plane being a weirdo... (She) seemed on edge, but no more so than anybody who is nervous about flying," said Kobayashi, who was seated several rows forward of the woman.

"I was more bewildered than worried. It was happening very quickly and very quietly."

Concerned pilots radioed in to North American Aerospace Defense Command, and two F-15 fighter jets based in Massachusetts were scrambled to escort the airliner through its tension-filled descent to Bangor, Maine.

An FBI joint terrorism task force, accompanied by a bomb squad, local police and other security agencies then met the aircraft upon arrival, and "FBI agents and members of a joint terrorism task force interviewed the passenger and others on the plane," FBI spokesman Greg Comcowich said.

"At this time, there is no indication the plane or its passengers were ever in any actual danger."

A US official told AFP that the suspect was unlikely to be part of a broader international terror plot linked to groups such as Al-Qaeda.

"It doesn't appear to be any terrorist nexus at this point," said the official.

Coming on the heels of a thwarted airline bomb plot by Al-Qaeda's Yemen branch, the incident has laid bare US worry over shifting tactics of extremists as they seek new ways -- and new technologies, including non-metallic bombs -- for landing a deadly blow against an American target.

Last year, US officials warned airlines that terror groups were studying how to surgically hide bombs inside humans to evade airport security -- precisely the threat that emerged when the US Airways passenger made herself known to the cabin crew.

Senator Susan Collins, the ranking Republican on the Senate Homeland Security Committee, highlighted the concerns shortly after news broke of Flight 787's diversion to Maine, saying there has been "intelligence identifying surgically implanted bombs as a threat to air travel."

Collins, briefed on the incident by Transportation Security Administration chief John Pistole, said TSA recently issued security directives to airports, airlines, and foreign governments, "advising them to take added screening precautions and to be on the lookout for indicators of surgically implanted explosives."

And it came after news emerged earlier this month of a foiled plot to blow up a US-bound airliner.

US officials said the plot involved a non-metallic device, intended for use by a suicide bomber on an airliner, that was an updated version of the "underwear bomb" used in a failed attack on a US-bound flight on Christmas Day 2009.

Though officials touted the disrupted plot as a success, they acknowledged Al-Qaeda in the Arabian Peninsula (AQAP) tremained determined to strike and its master bombmaker, Ibrahim Al-Asiri, was apparently hard at work seeking to circumvent airport security.

Over the last few years, more and more people have come to realise that they must examine their plan for retirement very closely in order to ensure that they are able to retire at a time, and income? level, that is in keeping with their objectives. Gone are the days where your employer, or the state, would look after you in your ?golden? years.

If we skim through the press, we will find a mass of recent news articles reporting how a significant proportion of the population is coming into retirement to find that they are drastically underinvested and, thus, unable to retire comfortably. They find themselves either needing to keep working (if, indeed, that is possible) or dependent upon family or charity in order to be able to make ends meet.

While it is true that expats will tend to earn more than their local counterparts, the fact that they move from place to place goes against them, as it will often prevent the forming of coherent financial plans, including retirement planning. What it also means is that they build up small bits, in various places, which do not add up to what they would have if they had worked in an equivalent role, in one place, for an equivalent period of time.

So, what is the solution?

In days gone by, it was the case, for most, that your employer pension scheme would make up the majority of what you would end up living off when you retired. The state provision would come in second place, with your own private provision topping up your retirement nest egg. Fast forward to the 21st Century and this has, effectively, been turned on its head. Companies can simply no longer afford the once highly generous defined benefit schemes.

So, expat or not, you need to be taking responsibility for saving for your own retirement. I often say to clients that you should consider future benefits payable from company schemes and the state as the icing and cherry on the cake. You must buy the ingredients and make the main part of the cake yourself ? no one else will do it for you.

Once you have decided you do not wish to be dependent upon the state or companies you worked for to provide for your retirement, what are the options? In simple terms, you can either make use of a ?state sponsored? pension/retirement plan or an international private retirement plan. We will examine both below.

A ?state sponsored? pension is a pension plan where the local government provides a tax ?break? to encourage you to save for your retirement. Having worked as a financial adviser to expats for many years, I have often been asked about a ?Pan-European? or even a global retirement plan solution. Is such a solution available? Yes, but it is not about making use of individual state sponsored retirement plans but international or ?offshore? private investment plans that exist outside of the standard, domestic, state sponsored solutions.

With offshore retirement plans, you pay into them from your net income; therefore, there is no tax deferral. However, you are not accumulating any future tax liability on the contributions. You are free to have access to your fund at a time of your choosing (not at a predefined retirement age) and you are not committed to buying a life assurance income plan (annuity) when you get to retirement. Offshore retirement plans are geographically portable, so they are unaffected as you move to different places in the world. The plan stays in the same place while you move around, and it grows tax free the whole time, in a tax efficient investment area. The perfect solution to any expatriate?s long term retirement investment need.

Rule no. 1: get started!

As with any important financial plan, you need to decide with your financial adviser how much it is that you need to save each month in order to reach your target retirement fund. How much you will need to save is dependent upon the level of income that you will require in the future. An important factor to always consider is the effect of inflation on future spending power. If you wish to retire on an equivalent income of EUR 30,000 in 30 years time, you will actually need to be generating an income of around EUR 60,000 to be able to maintain the same lifestyle. After making calculations of what you need to save, it may not be financially possible at this time to save at this target level. The important part is getting a plan in place and making a start. You can always increase what you pay in each month, when your salary goes up in the future.?Making a START is the golden key to retirement planning.

(AP) ? A privately built space capsule that's zipping its way to the International Space Station has also launched something else: A new for-profit space race.

The capsule called Dragon was due to arrive near the space station for tests early Thursday and dock on Friday with its load of supplies. Space Exploration Technologies Corp. ? run by PayPal co-founder Elon Musk ? was hired by NASA to deliver cargo and eventually astronauts to the orbital outpost.

And the space agency is hiring others, too.

Several firms think they can make money in space and are close enough to Musk's company to practically surf in his spaceship's rocket-fueled wake. There are now more companies looking to make money in orbit ? at least eight ? than major U.S. airlines still flying.

Private space companies have talked for years about ferrying goods and astronauts for NASA, but this is the first time one is actually in orbit and about to make a delivery for the space agency.

"Dragon is not the only entrant in commercial cargo," said Jeff Greason, president of XCOR Aerospace, which specializes in the also busy suborbital marketplace. "They have competitors nipping at their heels."

Still, Dragon's launch is "the spark that will ignite a flourishing commercial spaceflight marketplace," said Michael Lopez-Alegria, the president of the Commercial Spaceflight Federation and a former astronaut.

Hiring Musk's SpaceX and other private companies is a key part of NASA's plan to shift focus. Instead of routine flights to the space station with the now retired space shuttles, NASA is aiming further out to places like asteroids and Mars. After this test flight, SpaceX has a contract with NASA for a dozen delivery runs.

The idea is to "let private industry do what it does best and let NASA tackle the challenging task of pushing the boundary further," NASA Deputy Administrator Lori Garver said last week.

NASA has given seed money and contracts to several companies to push them on their way. But eventually, space missions could launch, dock to a private space station or hotel and return to Earth and not have anything to do with NASA or any other country's space agency.

Earlier this month, the Hawthorne, Calif.-based SpaceX signed an agreement with Bigelow Aerospace of Nevada which is designing inflatable space stations for research and maybe even tourists. SpaceX and other companies will provide the transportation ? like airlines ? and Bigelow the place to stay. There are already eight different licensed spaceports in the U.S. where companies can launch from and most of them have no connection to NASA.

Another space launch-and-tourism company, Richard Branson's Virgin Galactic is working separately from NASA and the space station.

If NASA isn't involved, there is one federal agency that is. The Federal Aviation Administration has a commercial space office that licenses private space missions and works with NASA to set safety standards.

An update on some of the closest competitors to SpaceX:

? Orbital Sciences Corp. of Dulles, Va., is in the cargo-only business, but it is closest to launch. It has a NASA contract for $1.9 billion for eight cargo flights to the space station once its rockets succeed. The early versions of its Antares rocket and Cygnus spaceship are already built, but the company is waiting for its launch pad to be finished at NASA's Wallops Flight Facility in Virginia. A stay-on-the-ground test is aimed for late July, a launch test in the fall and trial run to the space station around November, said spokesman Barron Beneski.

? Alliant Techsystems, headquartered in Arlington, Va., isn't funded by NASA's commercial space program, but has developed the Liberty rocket and passenger spacecraft system. Most of the rocketry and capsule systems have been tested. A key structural test of the rocket's second stage is scheduled for early July, with the first unmanned test flight in 2014. Tests with a private crew aboard would be in 2015 and it would be ready to ferry NASA material and astronauts in 2016, according to Kent Rominger, a former astronaut and Liberty's program manager.

? Boeing Co. of Chicago has nearly $113 million in NASA commercial crew funding and just finished its second parachute drop test in the Nevada desert. It has completed 46 of 52 milestones needed before flights, spokeswoman Susan Wells said. A landing airbag test is targeted for the fall. The Boeing space capsule, called a CST-100, will carry astronauts and cargo with three test launches aimed for 2015 and 2016, the last one with a crew on board.

? The Sierra Nevada Corp. of Sparks, Nev., with nearly $106 million from NASA, is building a mini-shuttle crew vehicle called Dream Chaser with a first flight targeted for 2016 or possibly 2017. The company this year finished landing gear tests and has a full-scale ship for flight testing attached to a helicopter this fall in California.

? The most secretive of the companies, Blue Origin of Kent, Wash., is run by Amazon founder Jeff Bezos and has received $22 million from NASA. Its crew and cargo vehicle, called New Shepard, would also take tourists to suborbit. Its shell passed wind tunnel tests and its engines are now being test fired at NASA's Stennis Space Center.

Painting that ridicules S. Africa's leader defaced

JOHANNESBURG (AP) ? Two men wielding cans of red and black paint entered a Johannesburg gallery on Tuesday and defaced a painting that draws attention to the South African president's genitals and his reputation for promiscuity, witnesses said, as a judge determined the art could be challenged in court by the president and his party.

"Now it's completely and utterly destroyed," said Iman Rappetti, a reporter for a South African TV channel who was in the Goodman Gallery when the men struck.

Her channel showed footage of a man in a suit painting a red X over the president's genital area and then his face. Next a man in a hoodie used his hands to rubbed black paint over the president's face and down the painting. Rapetti said the men were detained by gallery staff and police arrived later to take them away.

The painting by Brett Murray entitled "The Spear" has been on display since early this month, but made the news only last week when it came to the attention of South Africa's governing African National Congress party.

Earlier Tuesday in a Johannesburg courtroom a few kilometers (miles) from the gallery, a judge said that in an unusual move a full bench of the High Court would hear the ANC's and President Jacob Zuma's challenge of the gallery's rights to display the painting.

Rappetti said she initially thought the first man was part of a performance art piece, and that staff at the well-known gallery also were slow to react.

The Goodman, which had said in a statement a day earlier that it was stepping up security, refused to comment Tuesday and closed the gallery as reporters and passers-by gathered outside its gate.

The gallery's attorney, Greg Palmer, said they are going to file a charge for malicious damage to property. He said they did not know who the two men were who defaced the painting.

"The gallery has closed and they feel that their security is sufficient," he said.

Judge Fayeeza Kathree-Setiloane had been expected to begin hearing the case against the painting Tuesday. Instead, citing its national interest and the constitutional issues at stake, she said the case would start Thursday. Kathree-Setiloane and two other High Court judges, among the most senior in South Africa, will hear the case.

Nearly one hundred pro-Zuma protesters were outside the court.

Also Tuesday, Zuma's children asked to participate on the side of their father. Murray, the artist who painted the portrait, asked to participate alongside the Goodman. Murray has refused to comment on the controversy the show has sparked.

The painting is part of a large exhibition of Murray's sculptures and paintings titled "Hail to the Thief II." The ANC has called the show an "abuse of freedom of artistic expression."

The painting defaced Tuesday is a black, red and yellow acrylic on canvas priced at 120,000 rand (about $15,000). In a style reminiscent of Andy Warhol's brightly colored Marilyn Monroe portraits, "The Spear" depicts Zuma in a suit and what could be a codpiece accentuating his genitals. Some observers say it depicts Zuma exposing his genitals.

The painting had been sold before the defacement.

Other work in the show recalls Soviet-era propaganda posters, and twists political slogans to acerbic effect. In an essay accompanying the exhibit, curators say the work forms "part of a vitriolic and succinct censure of bad governance and are (Murray's) attempts to humorously expose the paucity of morals and greed within the ruling elite."

The show opened May 10 and was scheduled to close June 16.

I opened the Bible on a day years ago when life and my relationships were getting the better of me. I was down and looking for some encouragement. I love to open certain books (the Bible being one of my favorites to do this with) to a random page and let where ever my finger falls speak to me. The words on which I land almost always knock me off my feet with the wisdom they hold. A word, passage or an entire page; on this day the message for me was contained in a single word.

This single word spoke volumes to my heart. I was on a family vacation with my husband and four young kids. It was standing there in the form of a great, big, old majestic tree. Beautiful, stretched out in all it?s glory, but so alone.

It was then it hit me. I walked home, grabbed a piece of scrap paper and wrote down this poem.

A solitary oak left to grow alone.

Beautiful, symmetrical and glorious to behold, standing strong

in stark contrast to the wide open field around it,

where sunlight and water abound for it?s pleasures alone.

Open, yes, but to whom or what?

To itself and those that walk by to gaze upon it and admire?

This makes an interesting tree.

Proximity necessitating flow, one in relationship to the other,

where light and water are shared and each delights in the beauty of the other.

Iran nuclear talks step in Iraq's re-emergence

Nuclear talks between the major powers and Iran that are to be held in Baghdad on Wednesday have major implications for global security but also mark the latest step in Iraq's emergence from isolation.

For years, an international pariah and then racked by horrific bloodshed in the aftermath of the US-led invasion of 2003 that left tens of thousands dead, Iraqi authorities have earmarked more than $1 billion as part of wide-ranging efforts to boost the country's profile, with mixed results.

"We are keen that Iraq takes on a role as a constructive, positive country that has a new character, different from the character established by Saddam Hussein, which was about looking for power," said Ali Mussawi, spokesman for Iraqi Prime Minister Nuri al-Maliki.

"This meeting is an opportunity to showcase Iraq's real face, as a country looking for stability and development. At the same time, I want to say that Iraq is not a marginal country -- it is an important country, and it has a positive role."

The talks, set for May 23, will see Germany join the veto-wielding permanent members of the UN Security Council -- Britain, China, France, Russia and the United States -- look to head off a dangerously escalating standoff over Iran's nuclear programme.

Those talks are the latest example of Iraq pushing to host a variety of events to present itself to the world as a relatively stable country that is no longer rife with violence, but its attempts to do so have so far yielded uneven results.

While attacks remain common in Iraq, violence is sharply down from its peak in 2006 and 2007.

It did host a landmark Arab summit in March, the first such gathering to be held in Baghdad since now-executed dictator Saddam's 1990 invasion of Kuwait, but much of the city was shut down and Iraqis complained of rising costs and little benefit to them from the refurbishment of upscale hotels and summit venues.

Plans for the Shiite holy city of Najaf to be the Islamic Capital of Culture this year, meanwhile, were cancelled amid rampant delays and allegations of misallocated funds.

Combined, the two events were allocated around $1 billion, with additional money earmarked for Baghdad to be Arab Capital of Culture next year.

Proposals for the southern port city of Basra to host the 2013 football Gulf Cup have also been shelved, as participating nations did not accept Iraq's guarantees of safety.

Even for the Iran talks on Wednesday, initial concerns were raised by participating countries over Iraq hosting the event, both due to the violence of recent years and because of Baghdad's close relationship with Tehran, whose nuclear programme is the focus of the talks.

"It was people who hadn't been to Baghdad, who thought: 'We're going to a war zone'," said a Western diplomat in Baghdad, speaking on condition of anonymity.

"It was just an initial reaction."

The diplomat added, of the concerns over Iran's influence on Iraq: "There was a tiny bit of that, but I think again, that's just from a sort of fairly loose reading of regional politics.

"The Iraqis are not mediating, they've been very clear they're not mediating. Every time, the first thing they say is: 'We understand we're not here as mediators', just as the Turks weren't mediators in Istanbul," the diplomat said, referring to the last round of nuclear talks in April.

The Baghdad talks are not expected to produce spectacular results, so much of the focus will be on the fact that the Iraqi capital managed to host them at all.

"The sheer ability of Iraq to hold a major international event of this category highlights its re-emergence on both regional and international levels," said Reidar Visser, an Iraq analyst and editor of the Iraq-focused www.historiae.org website.

"This follows the Arab League summit in March and comes at a time when the Iraqi capacity for increasing its oil (output) is receiving worldwide attention."

CAPE CANAVERAL, Fla. (AP) ? A new private supply ship for the International Space Station remained stuck on the ground Saturday after rocket engine trouble led to a last-second abort of the historic flight.

All nine engines for the SpaceX Falcon 9 rocket roared to life Saturday morning. But with a mere half-second remaining before liftoff, the onboard computers automatically shut everything down. So instead of blasting off on a delivery mission to the space station, the rocket stayed on its launch pad amid a plume of engine exhaust.

Even NASA's most seasoned launch commentator was taken off-guard.

"Three, two, one, zero and liftoff," announced commentator George Diller, his voice trailing as the rocket failed to budge. "We've had a cutoff. Liftoff did not occur."

SpaceX president Gwynne Shotwell said that high combustion chamber pressure in engine No. 5 was to blame and that technicians would conduct an inspection later in the day. If the engine needs to be replaced, a spare is available.

Tuesday is the earliest that SpaceX can try again to send its cargo-laden Dragon capsule to the space station. The California-based company ? formally known as Space Exploration Technologies Corp. ? is targeting every few days for a launch attempt to save fuel in case of rendezvous problems at the space station. Wednesday also could be a launch option.

This was the first launch attempt by the several private U.S. companies hoping to take over the job of delivering cargo and eventually astronauts to the space station for NASA. Only governments have accomplished that to date: the United States, Russia, Europe and Japan.

NASA is looking to the private sector, in this post-shuttle era, to get American astronauts launching again from U.S. soil. SpaceX officials said that could happen in as little as three years, possibly four. Several other companies are in the running.

An estimated 1,000 SpaceX and NASA guests poured into the launching area in the wee hours of Saturday, hoping to see firsthand the start of this new commercial era. They left disappointed. The abort was especially disheartening given the perfect weather and the absence of any earlier countdown problems.

Shotwell was asked by a reporter whether she considered Saturday's abort a failure.

"This is not a failure," she said. "We aborted with purpose. It would be a failure if we were to have lifted off with an engine trending in this direction."

She added: "The software did what it was supposed to do" with the engine shutdown.

Everyone around town, at least, is rooting for a successful flight.

"Go SpaceX," read the sign outside Cape Canaveral City Hall. Until NASA's space shuttles retired last summer, the sign had urged on the launches of Discovery, Endeavour and, finally, Atlantis. Those ships are now relegated to museums.

Late last month, SpaceX conducted a test firing of the nine first-stage rocket engines at the pad. Each engine ? including No. 5 ? was "rock solid," Shotwell said.

The first flight of the Falcon 9 rocket from Cape Canaveral, in June 2010, encountered similar last-second engine trouble, but there was enough time to fix the problem and fly the same day. SpaceX has just a single second each day to launch this time around because of the space station rendezvous.

Six months after the initial Falcon 9 flight, SpaceX launched another rocket with a Dragon capsule that reached orbit. It was the first time a private company put a spacecraft into orbit and then recovered it. The newest Dragon also is meant to splash down into the Pacific, returning space station experiments and equipment.

For Saturday's launch attempt, SpaceX's billionaire founder, Elon Musk, was in the SpaceX Mission Control in Hawthorne, Calif. He helped create PayPal and founded SpaceX 10 years ago. He also runs Tesla Motors, his electric car company.

President sworn in as E. Timor celebrates independence

Taur Matan Ruak called for "sweat and hard work" to lift East Timor out of poverty as he was sworn in as president Sunday hours before the nation celebrated a decade of independence.

Shortly after midnight, the former guerilla fighter took over the presidency from Nobel laureate Jose Ramos-Horta in an emotional ceremony on a beachfront where East Timor had declared its freedom from Indonesia exactly 10 years ago.

The country was placed under a UN mandate in 1999, ending Indonesia's 24-year occupation that left up to 183,000 people dead from fighting, disease and starvation.

"Our history is a narrative of struggles and of hard work," said Ruak, who spent decades in the mountains fighting Indonesian forces.

"This tradition of hard work and dedication to our country... has to be transposed to the present, to lift our people from their current predicament where the majority are poor to a stage in the future where the majority will be well off," he added.

Half of East Timor's 1.1 million population lives below the poverty line, and about 20 percent is unemployed.

In a country with scant public transportation, many ordinary Timorese arrived on foot to watch the ceremony.

This is a crucial year for Asia's poorest nation, also known as Timor-Leste. It will choose a new prime minister and government in general elections on July 7, then at year's end will bid goodbye to UN forces stationed there since 1999.

Ruak won a run-off election last month that was widely lauded as peaceful and fair.

He takes over a country that is hobbled by extreme poverty, corruption and an over-reliance on energy revenues. More than 90 percent of state spending now comes from oil and gas earnings.

"It is imperative to change the essence of the economic system on which the country is currently based," Ruak said, calling for "the diversification of our economy" and "reducing our dependency from abroad and from oil."

The young democracy has suffered bouts of violence -- a political crisis in 2006 killed 37 people and displaced tens of thousands, and Ramos-Horta was lucky to survive an assassination attempt in 2008.

But there have not been any serious outbreaks of violence in recent years.

"Today, the responsibility of leading a peaceful, serene and stable state has been entrusted upon me," Ruak said, in a speech where hard work and labour figured at least nine times.

"I vow to work hard," he concluded, as the sky lit up with fireworks and "Viva Timor-Leste" (Long Live East Timor) flashed across a giant screen.

On Saturday, Yudhoyono and his wife prayed together with about 100 Timorese families at Dili's Santa Cruz cemetery, where Indonesian troops fired on a memorial procession in November 1991, killing more than 250 people.

"It's good that Yudhoyono is coming," Ina Varella Bradidge, a 35-year-old humanitarian worker in Dili, said before the ceremony. "It will make him remember who won the war."

A quarter of East Timor's population was killed during the Indonesian occupation, and public resentment of the atrocities still runs deep.

For years, humanitarian organisations have called for the creation of an international tribunal to try those responsible for abuses but leaders have so far focused on reconciliation with powerful neighbour Indonesia.

Ruak, like Ramos-Horta, has indicated he has no intention of reopening old wounds.
